When will Congress reform Social Security?

No matter your politics, I think you'll find Fortune's The next great bailout: Social Security to be an interesting read.  As the title implies, despite all our collective bailout focus on Wall Street, not to mention endless dialogue concerning health care reform, we have a bit of an issue with Social Security that is likely to require a good sum of taxpayer money.

But, largely due to these other important distractions, few people are talking about Social Security reform these days.  So this begs the question:
